In the simplest terms, a constitution is a collection of measures and guildelines for regulating the administration of a country. The guidelines contain, among other things, the basic for making the laws so that the ruling government can put the country in order fairly and efficiently. Out lined in constitution are numerous matters of grave importance such as the basic of freedoms, right and responsibilities of various parties including the government and the people. Others important matters are citizenship, judiciary, finance, general elections. and distribution of power among reponsible parties such as between the central and state government. Indeed the constitution contains a set rules concerning right, power, procedure and responsibilities of those who control and/ or guide the relations between one autority and another, and also between the autority and the general public. A written constitution in practice is supported by variuos documents and other sources that strengthen the action of the constitution. A constitution that works is a living and dynamic constitution in the sence that it is not fixed after it is drawn up for the first times. Instead, it is adjusted and updated (relevan sections) according to current circumstances and demands. Malaysia is an example of a country that is sensitive to current needs. When a situation changes and causes certain articles in the Constitution to become irrelevant, then amendments shoulds be made. This kind of attitude and action enables the Malaysian Constitution to be always practical and suitable for guiding the country's government, and in unison guide the behavior of the people all the times. Of course, this situation is possible because of the right attitude on the part of everyone. As long as the government is sensitive to the current needs, and at the same times, the people carry out their duty of respecting the laws and generally live up to the spirit of the Constitution, then the Constitution will continue to work.
